Sec 232 Technical Corrections for Steel, Aluminum, and Copper

U.S. CBP issued CSMS # 68554727 this morning, May 6, which is the operational guidance to Trade for the Federal Register notice issued late last month (91 FR 23056).

The CSMS provides a technical correction to the April 6 update to Sec 232 Steel, Aluminum, and Copper tariffs by providing two key updates.

These technical corrections have retroactivity to April 6, 2026, and importers, brokers, and filers can make necessary corrections to entries needing to utilize these updates.

  • New sub-heading in the HTSUS 9903.82.01
  • 0% additional ad valorem rate of duty
  • U.K. origin steel articles made by Tata Steel UK for which the reported country of melt and pour is the Netherlands can continue to be imported under the lower section 232 tariff rate for the U.K. origin steel and may be declared under heading 9903.82.04 until Jan 1, 2028. Additionally, U.K.-origin steel articles made by Tata Steel UK for which the reported country of melt and pour is the Netherlands may also count toward the 95 percent of steel melted and poured under note 16(d) of the HTSUS (with respect to products under Headings 9903.82.04 and 9903.82.05) until January 1, 2028.
