CPSC eFile Certificate Update: New List of Proposed HTS Codes Requiring eFiling

The Consumer Product Safety Commission (CPSC) published on January 27, 2026, a list of approximately 600 HTS codes for products that may require the eFiling of import certificates once the CPSC eFiling requirements start on July 8, 2026.
The guidance is found here and CSMS # 60585629 is referenced as any entry with an eFiled certificate will be subject to the 1USG messaging process detailed within.
Starting July 8, 2026, importers of consumer products will need to electronically file their products’ certificates of compliance.
