25% Tariff Starts on Nov 1 for Medium & Heavy Duty Trucks

On October 17th the Trump administration released a proclamation imposing Section 232 tariffs on imports of medium- & heavy-duty vehicles and their parts, and buses.
These tariffs are set to be effective on 12:01 AM EST on November 1st, 2025.
The US HTS codes that will be impacted are detailed in the proclamations Annex.
A 25% tariff will be applied to:
- Medium- and heavy-duty trucks, which include Class 3 to Class 8 vehicles; like, large pick-up trucks, moving trucks, cargo trucks, dump trucks, and tractors for eighteen-wheelers.
- For USMCA eligible imports of medium- and heavy-duty trucks the 25% will only apply to the non-U.S. content value in the vehicle.
- The 25% tariff on parts is on key parts outlined in the Annex.
- USMCA compliant parts will not be subject to the 25% until such a time the Commerce Secretary establishes a process to apply the tariffs to the non-U.S. content of the parts.
A 10% tariff will be applied to buses, including school buses, transit buses, and motor coaches.
In a similar approach to the Automobile and Parts Sec 232 order, there is a planned import tariff offset program to be implemented.
- This offset can be used to adjust any Sec 232 medium- and heavy-duty truck part tariffs owed by the manufacturer.
- An equivalent program will be established for the engine manufacturers based on the value assembled in the U.S. for medium- and heavy-duty truck engines.
Finally, tariff stacking will be updated such that if a product is subject to the medium- and heavy-duty Sec 232 tariffs it will not be subject to Sec 232 steel, aluminum, copper, automobiles and parts, and lumber; they also will not be subject to reciprocal tariffs or the IEEPA tariffs for Canada, Mexico, Brazil, or India.
