As of 8 a.m. ET Wednesday, now Tropical Storm Elsa was centered about 35 miles west of Cedar Key, FL, moving northward at 12 mph and heading toward a landfall near Cedar Key late Wednesday morning or early afternoon.
After the storm made landfall it is expected to weaken and cross southern Georgia and the Carolinas Wednesday night and Thursday.
The Coast Guard put the following port restrictions in place:

Port Condition Zulu for the ports of Tampa, St. Petersburg, Manatee and Fort Myers, which means that no vessels may enter or transit within these ports without permission from the captain of the port (COTP)
Port Condition Yankee for the ports of Jacksonville and Fernandina, FL, which means the ports and port facilities are currently open to all commercial traffic and all transfer operations may continue while Yankee remains in effect

No other port restrictions for port on the East Coast are currently in place.
