Section 232 Steel and Aluminum Tariff Duties – Additional Tariffs Imposed

With a proclamation last Friday the President imposed an additional 25% tariff on certain steel products and an additional 10% tariff on certain aluminum products.
The proclamation (the full text can be found here) states that while imports of the goods subject to the original Section 232 duties have declined since the tariffs were imposed, imports of certain derivatives of these articles have significantly increased. The Department of Commerce believes this increase is part of an effort to circumvent the tariffs.
The U.S. Department of Commerce has now released an official list of products subject to additional Section 232 tariffs. Links to the lists can be found below.
Annex I: Derivatives of Aluminum Articles contains 6 HTS subheadings subject to additional 10% tariffs.
Annex II: Derivatives of Steel Articles contains 4 HTS subheadings subject to additional 25% tariffs.
Derivative steel products will be covered by new HTSUS subheading 9903.80.03 and derivative aluminum products will be covered by new HTSUS subheading 9903.85.03.
The expanded tariffs will be effective for affected goods entered or withdrawn from warehouse for consumption on or after 12:01 a.m. EST on Feb. 8.
