Pres. Trump Exempts Some Ag Products from Reciprocal Tariffs

President Trump has signed an Executive Order on Nov. 14th exempting some agricultural products from IEEPA Reciprocal tariffs. The full order can be viewed here, and its associated annex here.
The exemptions are effective as of 12:01 a.m. EST on November 13, 2025, and cover:
- 237 new subheadings from chapters 02, 07, 08, 09, 11, 12, 15, 16, 18, 19, 20, 21, 22, and 31 will be added to the “Annex II” list of exempted goods from reciprocal tariffs – under subheading 9903.01.32
- 11 additional product-specific subheadings from chapters 08, 14, 19, 20, 21, and 33 – under subheading 9903.02.78.
The order further states, “To the extent that implementation of this order requires a refund of duties collected, refunds shall be processed pursuant to applicable law and the standard procedures of U.S. Customs and Border Protection for such refunds.”
