Update: No Retroactivity for Lower China Tariffs

The White House issued its Executive Order yesterday detailing the lowering of tariffs on Chinese goods from 145% to 30%, and there is no mention of retroactivity for Importers to take advantage of.
A lower rate of 10% IEEPA Reciprocal, previously 125%, will begin on 12:01 a.m. eastern daylight time on May 14, 2025, for goods entered for consumption or withdrawn from warehouse for consumption with a country of origin of China.
The lower 10% IEEPA Reciprocal rate for China is set to last for 90-days, and we are waiting for the Federal Register Notice to confirm exactly when the 90-day period is over.
The IEEPA Fentanyl tariff of 20% still remains in effect, as do tariffs for goods subject to Sec 301 and Sec 232 duties.
