The USTR Has Now Published Proposed China List 4 With a Request for Public Comments

The request for comments and public hearing are on a proposed new list of products from China (List 4) that is worth about $300 billion in annual trade value that could see additional tariffs of 25%. You can find the notice here.

This new list covers just about all other imports from China not currently captured by Lists 1, 2, or 3, with just a few exceptions. The proposed list contains approximately 3800 new HTS subheadings, and covers products such as toys, apparel, home goods, shoes, electronics, chemicals, sporting goods, etc., but excludes products previously granted exclusion from 25% tariffs, pharmaceuticals, certain chemicals made into prescription drugs, and rare earth and critical minerals.

The due date for filing requests to appear and a summary of expected testimony at the public hearing is June 10, 2019. The due date for submitting written comments is June 17, 2019. The Section 301 Committee will convene on June 17, 2019, and 7 days after the last day of public hearing will be the due date for submitting post-hearing rebuttal comments.
