The SAFE Port Act of 2006 mandated that Customs and Border Protection (CPB) require importers to electronically transmit 10 data elements 24 hours prior to the loading of ocean containers (and break bulk cargo) at the foreign port.
On November 25, 2008, Customs and Border Protection published the "Interim Final Rule" covering required advance data transmissions by importers and carriers.

On April 30, 2009, V. Alexander & Co., Inc. began to send monthly ISF performance reports to import clients.
On July 17, 2009, CBP published guidelines for assessment of ISF related penalties as well as mitigation of those penalties.
On January 26, 2010, CBP will begin full enforcement of ISF penalties ($5,000.00 to $10,000.00, per shipment) for ISF non-compliance.
