Harmonized Tariff Schedule (HTS) subheadings changes expected to take effect in January 1, 2012, based on the World Customs Organization's adoption of Harmonized System changes are now expected to be effective in early February.
U. S. changes had been delayed by Presidential inaction.
The President recently signed Proclamation 8771 authorizing the International Trade Commission's proposed changes to the 2012 Harmonized Tariff Schedule and it was published in the January 4, 2012 Federal Register. Changes will be effective 30 days after publication of the proclamation.
Importers and exporters should make sure to use existing HTS subheadings--for entry, export and for Certificates of Origin--until the new HTS subheadings are effective in February.
